GCOA - Evaluation Policy

Purpose:
The purpose of a professional personal evaluation is to improve the effectiveness of teachers. Therefore, it is deemed important that the evaluator and the teacher meet prior to the beginning of the evaluation process in order to better define the expected classroom teaching performance. At that meeting, the teacher shall provide ideas as to how the evaluator might be of most service to him/her in the successful evaluation of his/her professional duties. Before changing this School Board Policy, the Board will consult with representatives of the Falmouth Education Association pursuant to 26 M.R.S.A., Section 965, (1) (c). 

Scope: 
The evaluation of teachers will be a comprehensive appraisal of their total professional performance. Data for compiling the evaluation will be from:

  1. Regular classroom visitations and observations of allied school activities including extracurricular activities.

  2. Evaluations from supervisors and administrative personnel. Team leaders and department heads, at the request of evaluator, may contribute data.

  3. Observation of teacher's performance in exercising his/her responsibilities in non-instructional duties. 

Procedure for Evaluation:

  1. Article XVI of the contract agreement between FEA and the Falmouth School Board (1988-92) shall be strictly adhered to.

  2. Teachers shall be given a copy of their evaluation as soon as possible following the period of evaluation and at least one day before their conference.

  3. Continuing Contract Teachers: A minimum of three observations and evaluations (Classroom Observation Form) along with one Annual Evaluation, will be prepared on each continuing contract teacher every other year.  At the discretion of the teacher's supervisor, or at the request of the teacher, additional classroom observa­tions and evaluations can be prepared at any time.  A minimum of one observation and evaluation must be completed by February 1.  If there is a Significant Concern rating identified by the evaluator for a continuing contract teacher, the evaluator will notify the teacher and the Superintendent of Schools in writing.  A teacher who receives a Significant Concern rating on the Annual Evaluation will automatically be evaluated during the succeeding school year.  The Annual Evaluation will be submitted to the Superintendent of Schools by June 1 every other year.

  4. Probationary Teachers:  A minimum of three classroom observations and evaluations (Classroom Observation Form) and one Annual Evaluation will be prepared on each probationary teacher during the two year probationary period.  Evaluators may make as many other classroom observations as is necessary in their professional judgement.  At least two observations and evaluations must be completed by February 1.  If there is a Significant Concern rating identified by the evaluator for a probationary teacher, the evaluator must notify the teacher and the Superintendent of Schools in writing by February 1.  An Annual Evaluation will be submitted to the Superintendent of Schools before June 1 of each probationary years.

  5. For evaluation of non-classroom performance, no classroom visitation is necessary.

  6. The Professional Growth Objectives form is part of the evaluation instrument and is the opportunity for cooperative goal setting between the teacher and evaluator.  Naming an objective does not imply that is must be attained or that not meeting it fully will be negatively reflected upon an evaluation.  Goals are to developed as growth targets and progress towards them will be viewed realistically.
