The Falmouth School Board will hold a Special Meeting on Wednesday, June 1st at 3:00 pm in the High School Library. The meeting will include a discussion on Safety and Security, as well as a motion to approve a formal statement to the Maine School Management Association and Maine School Boards Association regarding safety in the schools. Dear Falmouth Staff, Students, Parents, and Guardians,
The mass shooting in Uvalde, Texas yesterday has been truly gut-wrenching to watch unfold, and my heart goes out to the families, friends, and others whose lives have been impacted by this horrific event. As a parent and an educator, there is nothing more important than keeping our children safe, both physically and emotionally. All of us who are part of the school community share this purpose and responsibility to provide our students with information about our safety measures, as well as provide support to help them grapple with what they see and hear in the media.
Given some questions raised by members of our school community, the Leadership Team and I thought it would be helpful to share some information about the safety and security measures we have in place in Falmouth.
At the beginning of this school year, we collaborated with Falmouth Emergency Response Services (police, fire, medical) to comprehensively revise, update, and review our safety protocols in each building and across the district, to ensure we are employing the best practices recommended by state and national law enforcement. We connect regularly throughout the year with this team and in fact have a meeting scheduled this week.
A range of security measures are in place across the district. These include having all exterior doors locked, employing visitor check-in protocols, the installation and upgrading of security cameras and radio safety communications, and the presence of our School Resource Officers (SROs) visible throughout the school day in our schools and on our campus. We conduct ongoing safety drills throughout the year to provide students and staff with the right responses to a variety of safety and emergency situations.
Middle School Advisories today reviewed safety measures with students, and counselors have been on hand in all of the schools to talk with students in developmentally appropriate ways. Our student services team has also shared the resource linked below, which provides insights and guidance for how to talk with our children about this event. We encourage you to reach out to our staff if you have questions, concerns, or feel like you or your child would benefit from additional support.

Dear Students, Staff, Parents and Guardians,
Beautiful, warm days on campus
Meetings, lunch, tadpole observation, music-making, gardening, silent reading, read-alouds, 4-square (even at the high school!) - and so much more, have enlivened our outdoor spaces this week.
School Board Meeting on Monday
The May School Board Business Meeting will be held on Monday, May 16th at 7:00 pm in the Elementary School Cafeteria. Please find the agenda here.
Covid in the Schools
This has been a challenging week as we continue to negotiate the current surge of Covid cases in our community. Our case numbers (106 cases in the district this week) continue to be high. There is evidence of in-school transmission and reinfection (even among individuals who had Covid in January / February and who have been boosted). Our student and staff absences due to Covid continue to be concerning.
While we have not yet reached the standard for outbreak status (15% illness-based absence of staff and students) in any of our schools, we are not out of the range of possibility. In the case of an outbreak, the Maine CDC would direct our response.
Our staff have once again stepped up to fill in gaps of absence, and we are once again feeling spread thin. The increase in cases puts strain on students and staff who miss school for 5 or more days and have work to make up, on our health services team who are test, triage, track and support staff and students; and on our instructional staff who provide support for at home learners.
Earlier this week, our Health Services Team, consulting physician, and Falmouth Education Association (FEA) advocated for a return to required masking earlier this week. Their rationale was grounded in our Mask-Optional Plan and included the US CDC’s designation of Cumberland County as Red (indicating people should wear masks while indoors), the masking requirement adopted by the Town of Falmouth, the concerning increase in case rates, and the absentee rate exceeding our ability to meaningfully track/follow up with families.
CHOOSING TO MASK CAN HELP: As you evaluate your personal and family situation, please consider proper wearing of a well-fitting, surgical, N95, or KN95 mask while inside and around others. This is a potent way to minimize spread and hopefully help us emerge more quickly from this surge. We continue to have masks available in each building for anyone who would like one.
The goal we all share is to ensure our staff and students can enjoy the end-of-year concerts, celebrations, athletic events, step up activities, field trips, and many more events that are on deck for the next month. Although Cumberland County has now been shifted to yellow status by the US CDC, our case numbers and absences are our reality and continue to be of concern.

Covid Update

Community Transmission Level: Red: COVID-19 cases in Cumberland County are increasing. Per the CDC, the community level is high (red). Our district COVID-19 Daily Covid Numbers are also increasing. At this time, we strongly recommend all staff and students mask inside the schools to limit the spread of COVID-19 and associated school absences. We will be offering masks and hand sanitizer to staff and students as they enter the buildings tomorrow (and subsequent days). The warmer weather this week also provides promise that we can have windows open and students outside in our eco-spaces for classes and snacks/lunch, in addition to recess.

At-home test tests: Our health services team organized the expeditious distribution of test kits for all students and staff in the district this past week. Please continue to be vigilant in using the PRESCREENING TOOL FOR SCHOOL ATTENDANCE, STUDENTS AND STAFF, and use the rapid-tests as appropriate.

Pooled Testing: Reminder - this coming week will be the last week of pooled testing in Falmouth Public Schools as per the Maine Department of Education’s end of support for the program.
Community Dialogue

Tomorrow evening, Monday, May 9th, from 6:30-8:30 pm in the High School cafeteria, we will hold a Community Dialogue about the student learning experience in our schools.

Child care will be provided for K-5 students by two FHS juniors in the FHS Library. Please indicate here if you are planning to need childcare.

As per CDC Guidelines, are recommending masking during the event and will provide masks at the door to those who would like one.

I hope everyone has been able to relax and enjoy this Spring Break, especially as we move into a busy few weeks.
I-295 CLOSURE:
Portions of I-295 will be closed from Friday, April 22 into Monday, April 25th as part of the Veranda Bridge replacement project. More information can be found on the Falmouth Town Website HERE. Please plan accordingly on Monday, and expect possible bussing delays.
SAVE THE DATES:
Monday, April 25th: School Board Meeting - At 7:00 pm in the FES Cafeteria, the School Board will hold a regular business meeting. The agenda can be found on the District Website School Board Meetings Page.
Wednesday, April 27th: Support for Ukraine - Student Groups across the campus have been involved with efforts to support humanitarian relief efforts related to the Ukraine crisis. Many of these efforts are in preparation for a Maker’s Mart (including food, entertainment, and a silent auction among other events) on Wednesday, April 27th from 5:00-7:00 at Falmouth High School. All proceeds will be donated to World Central Kitchen which is serving thousands of fresh meals to Ukrainian families.
Community Dialogues - We enthusiastically invite all members of our community to join us at two upcoming Community Dialogues. These discussions are an integral part of helping us define and refine our strategic planning. Both dialogue sessions will take place at FHS from 6:30 - 8:30pm. Light refreshments will be available.

POOLED TESTING:
The Mills Administration announced that the pooled testing program for both staff and students in Maine schools will conclude the week of May 9-13.
During previous stages of the pandemic, when the virus was less transmissible, pooled testing effectively limited the spread of COVID-19 in Maine schools. However, in this new stage of the pandemic with the more contagious BA.2 variant, frequent use of over-the-counter rapid antigen tests has become a more effective way to protect the health of school communities.
Information will be shared with families regarding distribution of at-home COVID-19 antigen test kits to schools, and DHHS continues to encourage school staff and families to request free tests through the Federal Free COVID Tests Program and Project Access COVID tests (ACT).
Nurses will continue to have rapid antigen testing available but their use will be limited to those who become symptomatic during the school day.

Hoping this April Fool’s Day has involved a smile or two . . . .
Outdoor Classrooms - It’s great to see our students outside once again for class read-alouds, eco-walks, snack and lunch breaks, athletic practices and general play. In another couple of weeks, our remaining shade covers and chairs will be out. A huge thank you to the facilities crew and Eco Leaders for making our outdoor spaces beautiful, safe, and usable.

Hiring for 2022-2023 - This is hiring season for schools, and teams across the district are in the process of thoughtfully reviewing and interviewing applicants for a range of positions. This includes committees to hire a new 3-5 Co-Principal at FES and a new High School Principal. These leadership hiring committees involve School Board members in addition to staff and administrators, and have multiple stages/components to involve a range of constituent perspectives. I will most certainly keep you informed as we move through the process.

The School Board Monthly Business Meeting will be held on Monday, March 21st in the Falmouth Elementary School Cafeteria at 7:00 pm (agenda).
Superintendent Gretchen McNulty will host another informal ‘coffee hour’ conversation on Wednesday, March 23rd at 6:00 pm in the High School Library. If you plan to attend and have specific topics or questions you’d like to discuss, please consider sharing them in advance in this form.
This week there were 17 cases of Covid-19 Reported in the district (FHS: 2, FMS: 1, FES: 14). Health Services is seeing cases of reinfection within the 90 day window of initial infection. Health Services is also seeing cases of those fully vaccinated and boosted. Please continue to review the daily screener and stay home if you are sick. Reminder: Falmouth Schools are not conducting individual contact tracing, and masking is strongly recommended for those who may be close contacts or desire additional layers of protection.

Dear Staff, Students, Parents and Guardians,
First, thank you all for your patience and support as we transitioned to mask-optional this week. I particularly want to highlight the efforts and care of our staff in preparing our schools and students for this shift. The sunshine and warm temperatures provided a welcome assist, and the campus was definitely buzzing with a bit of early spring fever these last two days.
Second, I am deeply honored by the opportunity to continue to serve this district as Superintendent of Schools. I shared a few thoughts with the Board on Monday night that I am including here. While we will be announcing several upcoming Community Dialogues to guide our District’s future visioning and goal setting, I also want to offer the opportunity for members of the school community to join me for an informal ‘coffee hour’ conversation on one or both of the following:

On March 7th, the School Board held a Special Meeting and passed a motion 6-1 for Falmouth Schools to move to a Mask-Optional Plan that will be effective in all schools on Thursday, March 10th.

Dear Falmouth Schools Community,
On behalf of the Board, it is my great pleasure to share that Gretchen McNulty has accepted our offer to serve as the Superintendent of the Falmouth Schools after serving in this role in an interim capacity during this school year. The Board formally approved her appointment with a unanimous 7-0 vote during this evening’s special meeting.
Whether it’s been one year or more than a decade, the board values your engagement in our schools. We are fortunate to have an active community made up of talented students, hardworking and dedicated teachers, devoted staff, and encouraging parents and caregivers. Your support and participation in everything we do positively impacts the educational experience for our students.
When the School Board decided to pursue an interim superintendent last spring, we knew that we would embark on a national search for a permanent leader this fall. After hearing from members of the Falmouth Schools community through surveys and open meetings, we developed a composite picture of our district and the skills and qualities valued in our superintendent. As the search committee, composed of representatives from among our teachers, administrators, community members, and students, evaluated applications submitted by qualified candidates from around the country, the committee became increasingly confident that a deeper interview process would undoubtedly lead us back to Gretchen and the passion, talent, and leadership she is bringing to the Falmouth Schools each and every day.
As our interim superintendent for the past nine months, not only has Gretchen ably led our “every child in school every day” pandemic protocol, but she has also guided, developed, and supported a number of initiatives that collectively contribute to the growth of the district in alignment with our mission and strategic plan. She has demonstrated impactful and inspired leadership that has exceeded our every expectation.
Accordingly, the School Board has unanimously and enthusiastically accepted the search committee’s recommendation that Gretchen McNulty is the right person to lead our district on a non-interim basis. Superintendent McNulty provides strategic leadership and vision that will continue to make Falmouth an outstanding place to teach and learn. We recognize that the change in our intended process may have taken people by surprise. However, the sentiments shared in the community survey and dialogues and the unwavering confidence of the search committee and the School Board in Superintendent McNulty led to the unanticipated revision of our search process. By making this announcement ahead of schedule, we offer clarity and stability for our community which allows Gretchen to continue leading the district through the important work of this year while planning for the future.
Gretchen McNulty took on the role of Interim Superintendent of Schools in Falmouth in July 2021, having served as Director of Learning for the district since 2016. Gretchen started her education career teaching at Fryeburg Academy, where she also lived with and supported American students as well as international students from around the world. In the 20 years since, Gretchen has worked in Cape Elizabeth, Maine, as well as in Kuala Lumpur, Malaysia. She has taught high school history, contemporary issues, philosophy and ethics, and English; and has served as department head and K-12 curriculum coordinator. Over the years, her passion for global education and intercultural understanding inspired her to lead expeditionary travel with student groups throughout Asia, Europe, and the U.S.; and to develop a High School World Affairs Council, a series of Model UN Teams, and TedX events. With degrees in History, Interdisciplinary Great Books Studies, Teaching and Learning, and Educational Leadership, she continues to pursue new learning on a range of topics. Gretchen also serves as a representative from Maine on the New England Association of Schools and Colleges Commission for Public Schools (NEASC). She lives in Falmouth with her husband and daughter.
Please join us in congratulating Gretchen on this role. We know that she will continue to work tirelessly in partnership with our talented faculty and staff to help our students navigate creative pathways to courageous, compassionate, and fulfilling lives. We firmly believe that the future of the Falmouth Schools is in the right hands with Gretchen McNulty as our leader.

Almost two years ago to the day the world shut down. It has been a remarkable and taxing journey dealing with this pandemic, and while we cannot know the future, there is much to be hopeful about and to celebrate as we look ahead. This includes our Plan for Implementing a Mask-Optional Policy next week. The School Board will convene in a Special Meeting on Monday evening (3/07) at 6:00 pm in the FES Cafeteria to formally vote on this plan.

Equity & Inclusion Community Presentation
There will be a Community Presentation & Discussion about Equity and Inclusion on Wednesday, February 16th at 6:30 pm at the High School (snow date: 2/17). The purpose of this evening is to share the background & context of the equity audit, highlight the findings, and provide an opportunity for questions / discussion. You can find the Summary Report Here. Attendees are encouraged (definitely not required) to select a couple of passages or themes of interest to bring to the discussion.
Masking Policy Review
Only a few short weeks ago we had daily concerns about whether COVID-19 absences would necessitate a school closure. Thanks to the flexibility, creativity, and extra work of our ENTIRE staff, students and families, we have continued to stay in school. Yes, we are still catching up with students who have returned from absence, making up for services that were postponed, supporting students and colleagues in isolation, and taking precautions to keep ourselves from missing school.
At the same time, and as part of our ongoing review of COVID-19 protocols, we are re-examining our masking policy. Happy snow day. This is our third snow day of the school year. Moving forward, should there be additional weather related cancellations (and assuming they do not involve power outages), our plan is to have students learn remotely on these days. Building leaders will be providing updated information and schedules in the near future.
On Monday evening the School Board voted to adjust this year’s District Calendar by extending two upcoming Early Release Days to Half Days of school. Wednesday, February 16th and Wednesday, March 2nd are now half days. This change was made in response to the extreme challenge of managing student learning and assignments with the large numbers of students absent for lengthy spans of time. Staff need this time to examine student work and data, collaboratively develop and revise learning plans, and meet with students/families as appropriate. We know this change will cause a disruption for some families, and we appreciate your support.

The days are getting brighter in more ways than one -
- We have seen a marked decrease in Covid-19 Positive Cases reported in Falmouth Public Schools this week. More detailed information can be found on the district website (updates): www.falmouthschools.org
Based on data reported to the State today, as of Monday morning (1/31), Falmouth High School will be removed from outbreak status. Criteria for change-in-status include a decrease in COVID-positive cases and 14 consecutive days with less than 15% absences of students/staff due to illness.
We have an updated PRESCREENING TOOL FOR SCHOOL ATTENDANCE, STUDENTS AND STAFF. Please continue to review the criteria for school attendance each day prior to leaving home.

- We are most appreciative of the community members who reached out this week and registered to substitute, offered to volunteer, and requested information about open positions. We continue to encourage adults in the community to join our team as substitutes or regular employees (Educational Technicians, Bus Drivers, Health Team Administrative Support, etc.).
- We have received our final Equity Audit Report from our consulting group, CMSI (Curriculum Management Solutions Inc.). We would like to invite students, parents, staff members and others to join us for a Equity & Inclusion Community Presentation & Discussion on Wednesday, February 16th at 6:30 pm in the High School Cafeteria (snow make-up date, February 17th). We will share the report summary in advance of the meeting to allow all members of the community the opportunity to review the findings ahead of time.
- There will be a School Board Special Meeting on Monday night, January 31st at 6:00 pm in the Elementary School Cafeteria to discuss adjusting the 2021-2022 school calendar by converting two (2) early-release days to half school days. The primary goal of this change would be to provide needed time for teachers to follow up on the progress of students who have missed school with COVID-related absences.

A request for community support for our schools
We need your help! Would you like to help keep our schools open? Have you ever considered subbing in the schools? Are you in a place to lend a hand?
Increased Covid-19 infections among our staff, combined with the closure of daycare facilities and schools in neighboring communities, has led to increased staff absence and significant strain on our employees. Only through the unwavering dedication of our educators have we been able to keep our doors open for students each day. Our teachers, support personnel, and administrators are covering for one another every day in the schools, while also supporting students and families who are at home in isolation due to Covid-19 in their own families. There have been several moments when we have had to ask ourselves if we can find the creative solution to staying open.
We have also heard from various constituent groups that people are eager to help, and for that we are appreciative and hopeful. We invite parents, residents and other interested individuals to consider joining our team. We need help with lunch, recess, bus duty, and more, as well as substitute teachers for classrooms. Substitutes are needed for half or full-day support, and can choose when, and where, they wish to work. Additionally, we have a number of full-time position openings in our schools (ed techs, bus drivers, food service, lunch aides). A background check (completed by the district) is required of all staff, substitutes, and volunteers.

Dear Staff, Students, Families and Guardians,
I want to extend a heartfelt thank you to our staff, students, and community members. Our collective efforts, ranging from vaccination to masking to staying home when feeling ill are making the difference. These, along with the safety measures we are taking in the schools, and the above-and-beyond efforts of our Health Services Team, are what have allowed us to keep our schools open these last couple of weeks. That said, the next few weeks will continue to be challenging, so I ask for your continued patience and support.

Friday’s snow day was an opportunity for our Health Services and Administrative Teams to continue responding to and planning for the ongoing the Covid-19 surge. Additional information about our case numbers and status is below. Principal’s Notes and communications contain building-specific information.
The January School Board Business Meeting will be held this coming Monday evening, January 10th, at 7:00 pm in the Elementary School Cafeteria. This meeting will be followed by the January School Board Workshop, which is centered around the 2022-2023 School Year Budget Process Kick-off presentation.. The budget presentation slides and process documents will be posted on our district website following the meeting. Please see the January 10th School Board Meeting Agendas.
The Town of Falmouth has asked that we encourage all residents to share their thoughts in this Vision and Values Community Survey. The survey will be closing at the end of the month.
